A Sacramento County computer project designed to improve debt recovery is $6 million over budget and five years past its deadline – and now an audit by an independent consulting firm says the project is so poorly designed that it should be redeveloped.
The audit by Eclipse Solutions said the project, which already has eaten $10 million in county funds, has serious security flaws that could result in the release of personal information of those who owe money to the county. Also, the program's design has "unnecessary uniqueness" that will make the system very expensive to maintain, the report said.
The county hired Eclipse Solutions to study the project after The Sacramento Bee raised questions about a personal relationship between the computer project's contractor and the county employer who supervised the project. (Source: The Sacramento Bee, December 24.)
