State Lottery Spent $17,000 on Novelty Pens. The California State Lottery spent $14,000 on baseball caps to give to staff and retailers, along with $15,000 for duffel bags and $17,000 for pens shaped like baseball bats, The Sacramento Bee reported December 17.

The spending was reported in an internal audit that did not say the purchases were inappropriate, but said the agency didn’t follow procedures that should have prompted questions about whether the spending was justified.

“The report now is part of a broader investigation into lottery practices that Gov. Jerry Brown’s administration launched after an anonymous whistleblower circulated what were alleged to be bawdy photos of senior lottery leaders at a bar following a 2016 sales conference,” The Bee reported.
